Honoring Mongolia's traditional values of living in harmony with nature, the "Billion Trees" national movement has been initiated to mitigate the impacts of global climate change, protect and increase forest and water resources, and ensure ecological balance. In connection with this, the President of Mongolia issued Decree No. 58 in 2021.
Decree of the President of Mongolia
1.1 Develop and implement a comprehensive national program and strategy to combat climate change and desertification, aligning with Mongolia’s long-term development policy, Vision 2050, and enhancing Mongolia’s contribution and active participation in achieving the Sustainable Development Goals by mitigating the impacts of global climate change.
1.2 Allocate no less than 1% of Mongolia’s annual Gross Domestic Product (GDP) to climate change and desertification mitigation efforts. Establish a legal framework to ensure that a specific portion of national and local budget investments is dedicated to increasing environmentally friendly and standard-compliant green infrastructure, and adopt relevant decisions accordingly.
1.3 Establish the Forest Agency as a government administrative body to coordinate and regulate forestry policies and activities. Develop forest enterprises based on public-private partnerships with an effective governance and management system, and create appropriate financial mechanisms.
1.4 Promote agroforestry to combat desertification and land degradation, ensuring sustainable livelihoods for citizens. Establish a legal environment that supports individuals and enterprises with tax and non-tax incentives, linking nationwide tree-planting efforts with a comprehensive policy shift from welfare to employment.
1.5 Incorporate trees planted by individuals and businesses into the national forest stock and register them in the state database. Facilitate market integration of planted trees, providing tangible support to related activities. Additionally, initiate a campaign encouraging every foreign visitor to Mongolia to plant a tree.
1.6 Develop parks with green spaces in districts and soums, promote the culture of tree planting among citizens, and make it a nationwide movement.
1.7 Ensure sufficient water resources for tree planting and afforestation by transferring surface water to the Gobi region, constructing reservoirs, and introducing advanced water-saving irrigation technologies. Increase budget allocations and investment sources for these measures.
1.8 Develop and implement unified guidelines for tree planting and afforestation, incorporating modern technologies suited to different ecological zones and climatic conditions. Integrate urban green infrastructure into comprehensive urban planning and establish it as an independent sector.
1.9 Intensify the Billion Trees national movement by promoting Mongolia’s traditional customs of environmental protection and integrating environmental education programs tailored to the characteristics of educational institutions.
All citizens, businesses, government, and non-governmental organizations are encouraged to actively participate in implementing this decree by taking the initiative to protect nature and contribute to tree planting and afforestation efforts.
To enforce this decree, the Government of Mongolia issued Resolution No. 350 on November 17, 2021, titled "On Certain Measures to Be Taken Regarding the Billion Trees National Movement."
